AQHA Disciplinary Actions

This page contains information regarding AQHA disciplinary actions associated with animal welfare, unsportsmanlike conduct and medication-related violations. With respect to medication violations, the list only contains disciplinary actions taken with respect to violations that resulted in a suspension and/or associated with positive test for a forbidden substance as set forth in AQHA Rule VIO401.  

An AQHA suspension list can be found in The American Quarter Horse Journal and at www.aqha.com/suspensions. This list contains suspensions issued by AQHA ranging from failure to pay fees to animal welfare cases.  

Executive Committee July and August 2018 Actions

The AQHA Executive Committee approved the following disciplinary action against Aaron Moses, Kelly McDowall and Joe Engle:

Aaron Moses
A horse in Aaron Moses’ care, custody and control was found with its head tied around in violation of VIO204.3 at the Big Country Quarter Horse Association Spring Show. As a result of the violation, the following disciplinary action was taken:

  1. $5,000 fine.
  2. Probation for two years.
  3. Revocation of status as an AQHA Professional Horseman.

Kelly McDowall
While riding a horse in the warm-up at the Northern Colorado Quarter Horse Association’s Heart of the Rockies Show in Loveland, Colorado, Kelly McDowall struck a horse over the head with the reins in violation of VIO204.7. As a result of the violation, the following disciplinary action was taken:

  1. $2,500 fine.         
  2. Probation for one year.
  3. Loss of judging credentials for one year.
  4. Revocation of status as an AQHA Professional Horseman.

Joe Engle
Pass Da Pepper, in Joe Engle’s care, custody and control tested positive for stanozolol (anabolic steroid) and phenylbutazone at the 2017 AQHA World Championship Show in the Level 2 amateur aged mares, a violation of AQHA rules VIO401.4 and VIO405.1. As a result of the current positive drug test and Engle’s previous positive tests resulting in disciplinary action, the following disciplinary action was taken:

As to Joe Engle:

  1. $15,000 fine.
  2. One-year suspension.
  3. Denied access for presence on show grounds of any AQHA-approved show during the one-year period of suspension.

As to Pass Da Pepper:

  1. Disqualification from the Level 2 amateur aged mares at the 2017 AQHA World Championship Show.
  2. Ineligible to show in any AQHA-approved show for six months; reinstatement of eligibility is subject to PASS DA PEPPER being (1) drug tested by an AQHA-approved drug-testing veterinarian and (2) USEF Laboratory’s confirmation that the sample in question does not contain substance(s) in violation of AQHA’s medication rules.
