The House of Representatives plans to vote Wednesday, June 27, on a consensus immigration bill that addresses much needed flexibility in two major guest worker visa programs, specifically the H-2B and H-2A programs. Importantly for the horse industry, the House immigration package includes the following:
- H-2B visa “cap relief” in the form of apermanent H-2B returning worker exemption. By making cap relief permanent, Congress can establish certainty by removing the H-2B visa issue from the annual appropriations process.
- The bill also includes provisions from the Agricultural Guest Worker Act that would reform the broken H-2A visa program. The bill would create flexibility by establishing a new, H-2C visa program that would provide visas for a baseline of 450,000 guest workers, for work periods up to three years.
